2026 Budget Should Be Adopted Within Two Months, Says CITUB President

The Confederation of Independent Trade Unions in Bulgaria (CITUB) stated that the 2026 state budget should be adopted within two months, according to President Plamen Dimitrov during a recent press conference. Speaking while presenting data on the cost-of-living wage for the first quarter of 2026, Dimitrov confirmed that preparations for the regular budget have commenced. Dimitrov noted the existence of an unofficial draft from the caretaker Cabinet, which is expected to be handed over to the regular government.

He added that if a clear parliamentary majority is established, the budget could potentially be adopted in no more than six weeks. CITUB emphasized its preference for the adoption of a second version of the budget presented at the end of 2025, which they stated had not been implemented. This preferred draft reportedly included provisions for a 3% deficit, a 10% increase in personnel spending, and an 8.6% rise in pensions effective July 1, alongside a significant capital program.

Furthermore, the union expects the new budget to include support for public transport and targeted measures for vulnerable populations. Specific proposals include maintaining current public transport fares and introducing free travel for pensioners, socially vulnerable individuals, and persons with disabilities for certain months until price stability is achieved. Contextually, the National Assembly adopted amendments to the 2025 Budget Extension Act on March 18, keeping it active until the 2026 State Budget Act is officially adopted.

Separately, caretaker Finance Minister Georgi Klisurski announced on April 1 that the caretaker Cabinet is prepared to submit a regular budget should no governing majority form in the next parliament.
