Bulgaria MP Mihaela Dotsova Elected as 52nd National Assembly Chair

Mihaela Dotsova, a Member of Parliament from Progressive Bulgaria, was elected Chair of the Parliament during the inaugural session of the 52nd National Assembly in Bulgaria on Thursday. Her nomination received support from 188 MPs representing Progressive Bulgaria, GERB-UDF, and the Movement for Rights and Freedom, while 49 MPs from Continue the Change – Democratic Bulgaria and Vazrazhdane abstained, with no votes cast against her. Conversely, Peter Petrov’s nomination from Vazrazhdane garnered support from 12 MPs, faced 175 opposing votes, and 50 abstentions.

Addressing the assembly, Mihaela Dotsova stated that the primary challenge facing the legislature is restoring best practices in Bulgarian lawmaking. She advocated for a predictable process rooted in debate rather than procedural formalism. Dotsova emphasized that legislation should be based on thorough impact assessments, moving away from haphazard assembly.

She urged MPs to guide their legislative efforts using the sustainability of decisions rather than short-term political considerations. “Today more than ever, Bulgaria needs not only sustainable governance but also the restoration of the rule of law,” Dotsova asserted, adding that the nation faces the ongoing task of strengthening a lawful and independent state. Mihaela Dotsova, aged 42, is a lawyer with significant experience in government administration and legislative affairs.

Since 2017, her career has been associated with the Ministry of Environment and Water, where she spent over seven years leading the Legal Directorate. Within the ministry, she also served as chief secretary and head of the minister’s cabinet. Her professional background includes legal roles at the National Assembly and the Sofia Regional Administration.

Dotsova holds a PhD in Administrative Law and Administrative Procedure and is the author of over 13 scientific publications.
