-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation conducted by the Anti-Corruption Fund (ACF) has raised concerns regarding potential irregularities within the public procurement contracts awarded to four cultural institutions. The contracts, totaling nearly EUR 5 million, cover renovations and architectural supervision at facilities under the Culture Ministry, including the Aleko Konstantinov State Satirical Theatre and the National Educational Complex for Culture (NUKK). A legal expert from the ACF noted that an analysis of the tender procedures revealed multiple violations.

The review found that in five of the eight contracts examined, the successful bidders lacked the requisite experience with projects of similar scope within the past five years. Furthermore, procedural flaws were identified, such as the disqualification of candidates by an evaluation committee after price proposals had already been opened for one site. The ACF investigation highlighted systemic links between the winning firms—Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD.

These companies show connections to a single individual, Petar Dyulgerov, who is associated with multiple entities and addresses. Of particular concern is the involvement of two legal professionals, Ivan and Kristian Sotirov, who were involved in drafting documentation, serving on evaluation committees, and filing registrations. Evidence of potential undue influence was presented via email correspondence, suggesting that one contractor allegedly obtained sensitive contract details days before the official announcement.
