Bulgaria MP Mihaela Dotsova Elected as 52nd National Assembly Chair

Mihaela Dotsova, a Member of Parliament from Progressive Bulgaria, was elected as the Chair of the Parliament during the inaugural session of the 52nd National Assembly in Bulgaria on Thursday. Her nomination received support from 188 MPs representing Progressive Bulgaria, GERB-UDF, and the Movement for Rights and Freedom. Meanwhile, Peter Petrov’s nomination from Vazrazhdane garnered support from 12 MPs, while 175 MPs voted against him, and 50 abstained.

Addressing the assembly, Mihaela Dotsova stated that the primary challenge facing Bulgaria is to restore best practices within the lawmaking process. She emphasized the need for legislation to be predictable and grounded in debate rather than procedural formality. Dotsova advocated that parliamentary legislation must incorporate impact assessments and should focus on the sustainability of decisions rather than short-term political gains.

She stressed that Bulgaria requires not only sustainable governance but also the restoration of the rule of law, noting the ongoing necessity to strengthen a lawful and independent state. Mihaela Dotsova is a 42-year-old lawyer who was the top-of-the-list candidate for Progressive Bulgaria in Sofia’s 23rd multi-member constituency. Her professional background includes significant experience in government administration and the legislative sector.

Since 2017, she has been affiliated with the Ministry of Environment and Water, where she served for over seven years, including roles as head of the Legal Directorate, chief secretary, and head of the minister’s cabinet. Dotsova holds a PhD in Administrative Law and Administrative Procedure and has authored over 13 scientific publications.
