Bulgaria MP Mihaela Dotsova Elected as 52nd National Assembly Chair

Mihaela Dotsova was elected Parliament Chair during the inaugural sitting of the 52nd National Assembly in Bulgaria. Her nomination received support from 188 Members of Parliament representing Progressive Bulgaria, GERB-UDF, and the Movement for Rights and Freedom. In contrast, the nomination for Peter Petrov of Vazrazhdane received support from 12 MPs, while 175 MPs voted against it, with 50 abstentions recorded.

In her address from the parliamentary rostrum, Dotsova outlined several key priorities for the legislative process in Bulgaria. She emphasized the necessity of restoring best practices in lawmaking, arguing that the process must be predictable and rooted in debate rather than procedural formalism. Specifically, she stated that legislation should incorporate impact assessments, moving away from haphazard drafting.

Dotsova stressed that parliamentary decisions must prioritize the sustainability of outcomes over short-term political expediency, noting that the country requires both sustainable governance and the reinforcement of the rule of law. Mihaela Dotsova is a lawyer and the top-of-the-list candidate for Progressive Bulgaria in Sofia’s 23rd multi-member constituency. Her professional background includes extensive service within the Ministry of Environment and Water since 2017, where she spent over seven years leading the Legal Directorate.

She has also served as chief secretary and head of the minister’s cabinet, in addition to working in the administrations of the National Assembly and the Sofia Regional Administration. Dotsova holds a PhD in Administrative Law and Administrative Procedure and is an author of numerous scientific publications.
