Childcare Rated Average Over 15 Years, Child Well-Being Weakest Area

According to the National Network for Children (NNC), the state’s performance in caring for children over the past 15 years has received an average rating of 3.28. NNC presented these findings through its “Report Card 2026: What Is State’s Average Performance in Caring for Children?,” a report that assesses the progress of state policies and offers specific recommendations across eight evaluated areas. The assessment, conducted by more than 40 experts, identified child well-being as the weakest sector, scoring 2.96.

This category encompasses critical aspects such as child poverty, access to healthcare services, and the quality of education, prompting calls for a new, comprehensive policy and strategy for the nation’s children. Conversely, the social system received a score of 3.41. However, NNC’s Coordinator for Children’s Policies noted that specialist shortages remain a significant challenge within this sector.

Regarding governance, an NNC representative also observed that while there are signs of emerging stability in Bulgarian politics, a primary concern remains ensuring policy stability and restoring an expert tone within the National Assembly. The overall findings suggest that while the state has established certain structures, substantial policy reforms are necessary to improve the overall welfare and support systems available for children.
