Childcare Rated Average Over 15 Years, Child Well-Being Weakest Area

Maria Brestnichka of the National Network for Children (NNC) reported that the state’s overall performance in caring for children over the past 15 years achieved an average rating of 3.28. This assessment was detailed in the NNC’s “Report Card 2026: What Is State’s Average Performance in Caring for Children?,” which evaluates the progress of national policies and offers specific recommendations across eight measured areas. Brestnichka noted that child well-being emerged as the weakest area, scoring 2.96.

This metric encompasses critical aspects such as child poverty, access to healthcare services, and the quality of education, suggesting a need for a comprehensive new policy and strategy for children. Bella Damyanova, Coordinator for Children’s Policies at NNC, highlighted the social system, which received a score of 3.41. However, she pointed out that a persistent issue within this sector is the shortage of specialized personnel.

Addressing the broader context, Georgi Elenkov of NNC observed that while there are indications of emerging stability within Bulgarian politics, the key concern remains achieving policy stability and re-establishing an expert tone within the National Assembly. The report provides a quantitative overview of the current support structures available for children, guiding stakeholders toward targeted improvements in policy implementation.
