-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation by the Anti-Corruption Fund (ACF) has raised concerns regarding potential irregularities within the public procurement contracts for renovations and architectural supervision at four cultural institutions under the Culture Ministry. These contracts, totaling nearly EUR 5 million, cover sites including the Aleko Konstantinov State Satirical Theatre and the National Educational Complex for Culture (NUKK) in Sofia. A legal expert from the ACF noted that the review of tender procedures revealed multiple violations.

The analysis indicated that in five of eight reviewed contracts, the winning companies did not meet the mandatory requirement of having completed similar scope projects within the last five years. Furthermore, in one instance, the evaluation committee disqualified candidates for technical non-compliance after price proposals had already been opened. The ACF investigation highlighted significant connections between the winning entities—Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD.
