Governance Minister: Timely Response, Accurate Assessment Are Key in Cyber Threats and Influence Operations

Caretaker Electronic Governance Minister Georgi Sharkov emphasized that timely response and accurate situational assessment are paramount in the current environment of cyber threats and information influence operations. Speaking at the final event of DisInfoHack 2026, the minister highlighted the RESIST model as a foundational counteraction framework, which encompasses threat recognition, early warning, and detailed assessment. While initially designed for the information sphere, this approach is now being broadly applied to cybersecurity and hybrid operations.

Minister Sharkov stressed that modern risks extend beyond purely technical cyberattacks to include content manipulation and public opinion influence campaigns. He noted that a key objective of such activities is often to destabilize public consciousness, which he characterized as a critical infrastructure. He detailed that Bulgaria maintains a national cyber situational center coordinating efforts across multiple institutions, including the Ministry of Electronic Governance, the Interior Ministry, and the State Agency for National Security.

A significant challenge identified was the necessity of translating analytical findings into immediate, operational action. The minister stated that merely understanding past incidents is insufficient; real-time reaction capabilities are essential. He expressed confidence in initiatives like DisInfoHack for building skills in identifying disinformation and understanding complex hybrid scenarios.

Effective defense, according to the minister, requires robust coordination among government bodies, the scientific community, and experts. These efforts fall under the broader scope of national digital governance. The underlying project, Countering Disinformation Environment (Ecosystem) in Bulgaria (CoDE), aims to study the information environment to develop best practices for counteraction, underscoring the need for continuous vigilance and collective institutional response.
