The Report on Observance of the Law and the Activities of the Prosecution and the Investigation Authorities in 2025 has been published, the prosecution service said in a press release on Monday. The report concludes, among other things, that last year saw a downward trend in most types of criminal offences and an increase in the clearance rate and in the number of prosecutorial case files compared to 2024 and 2023. The 80,884 offences recorded in 2025 were fewer than the 86,049 in 2024 and the 84,225 in 2023.
Property offences still took up the largest share, followed by offences endangering the general public and economic offences. Personal offences were less numerous than in 2024 but still more numerous than in 2023. Unlawful activities involving narcotic drugs and precursors and domestic violence have been increasing steadily over the last three years.
As many as 7,503 drug-related offences were recorded in 2025, up from 6,713 in 2024 and 5,691 in 2023. Prosecutors report an increase in their work on cases related to offences involving narcotics and precursors in 2025, compared to the previous two years. The number of monitored pretrial proceeings rose by 7.8% from 2024 and by 25.6% from 2023.
The report finds that the prosecution service had to cope with a heavy caseload. In 2025, prosecutors countrywide handled 297,358 case files and 226,535 pretrial proceedings. The proportion of prosecutorial case files disposed of to case files monitored remained steadily high (96% in 2025).
The 99.6% investigations completed within the statutory time limits show that the investigation process is well organized and effectively controlled. Ninety-seven per cent of the cases were disposed of by a prosecutor within one month. A total of 27,732 prosecutorial decisions were submitted to court, and 29,762 individuals were brought to trial.
Of all individuals in respect of whom a final judicial instrument was issued in 2025, as many as 98% were sentenced and sanctioned by enforceable judicial instruments, which shows a high quality of prosecution. At 2%, the share of acquittals remained small, and at some 3%, the proportion of cases returned by the court was negligile, indicating proper investigations and adequate prosecutorial decisions. A more active approach was taken to cases of special public interest, including cases concerning organized crime and offences against public finance.
The number of monitored proceedings, of prosecutorial decisions submitted to court and of individuals sentenced and sanctioned by an enforceable judicial instrument is increasing, while the number of individuals acquitted by an enforceable judicial instrument is decreasing. Enhanced and effective international judicial cooperation was pursued during the year, responding to crime of an increasingly cross-border nature, calling for an interlinked and single-purpose crime control in each of the States concerned. A total of 2,121 requests for legal assistance were received from other countries in 2025, up from 1,943 in 2024 and 1,449 in 2023.
The European Arrest Warrants were 252 in 2025, 244 in 2024, and 229 in 2023. The 902 European Investigation Orders received from other EU Member States during year show that the EIO is establishing itself as an effective instrument for international legal assistance in taking evidence, based on the principle of mutual recognition of judgments in EU law. The annual report notes that drafting an appropriate statutory framework is an important prerequisite for the conduct of comprehensive and objective investigation.
The challenges to the investigation of cybercrime and the massive-scale rollout of e-services require sufficient availability of experts and technologies for the purposes of criminal procedure, the document concludes. Pursuant to the Judicial System Act, the Report on Observance of the Law and the Activities of the Prosecution Service and the Investigation Authorities in 2025 has been submitted to the Supreme Judicial Council, the press release says.
