Beginning on July 1, electronic invoicing will be mandatory for all expenditures related to the use of medicinal products not registered within Bulgaria, according to NHIF Director Stanimir Mihaylov. Mihaylov reported that the NHIF Supervisory Board approved the terms for contracts between medical facilities and the fund. These contracts govern the administration of medicines, as stipulated under Article 266(a) of the Medicinal Products Act.
This article allows for the use of drugs authorized in other EU Member States, but not distributed locally, when no alternative treatment exists for a specific patient. The implementation of electronic invoicing is intended to enhance transparency and clarify the process for reporting and settling payments for these specialized medications. Separately, when questioned about price variations observed during recent inspections at seven state hospitals that procured the same medicinal products, Mihaylov stated that the Health Ministry must publish this specific data.
Deputy Health Minister Petar Gribnev confirmed that this information is currently undergoing analysis and will be released once finalized.
