Justice Minister Yankulov Urges Immediate Removal of Acting Prosecutor General, Calls for Swift Judicial Reform

Caretaker Justice Minister Andrey Yankulov stated on Monday that the judicial system should not remain under an acting Prosecutor General whose tenure he deems contrary to law and morality. Commenting on the recent elections, Yankulov noted that the results clearly identified Progressive Bulgaria as the winner and pinpointed long-standing political entities associated with judicial corruption as major losers. Yankulov emphasized that a critical challenge for Bulgaria’s future is translating the public’s evident support for judicial reform into concrete political action.

He suggested that the negative electoral outcome for parties committed to maintaining the status quo demonstrates that citizens view reform as an inevitability. The Minister expressed a desire for restoring legality within the prosecution service, viewing this as a necessary initial step toward change, one that should not be delayed pending the election of a new Supreme Judicial Council (SJC) composition. While acknowledging the need for a swift SJC election, Yankulov stressed that the process must prioritize proper procedure over speed.

He argued that safeguards must ensure the selection of honest professionals committed to an independent, rather than party-influenced, judiciary. Regarding the SJC and its Prosecutors’ College, Yankulov suggested they had been provided ample time over the past two months to recognize the situation and act with professional dignity. He cautioned that if they fail to do so, the new parliament might address the issue through ordinary legislation early in its first days.

These comments followed the Ministry of Justice’s release of a working analysis on the competency model for senior judicial administrators in early April.
