Minister Okoliyski Calls for Effective Smoking Ban and Limiting Tobacco Industry Interference

Caretaker Health Minister Michail Okoliyski advocated for an effective smoking ban and stricter limitations on the tobacco industry’s influence during a roundtable discussion on improving tobacco control in Bulgaria. The event, initiated by the minister and supported by the World Health Organization (WHO) office, focused on implementing the WHO Framework Convention on Tobacco Control and relevant national legislation. Due to parliamentary limitations, Okoliyski stated that a letter has been submitted to the President, all ministries, and other institutions.

This correspondence outlines two key actions: first, enforcing existing smoking bans by eliminating double standards; and second, mitigating tobacco industry interference. He emphasized that the tobacco industry should not partner with the Ministry of Health. Okoliyski highlighted a concerning trend, noting that while tobacco use is declining in other EU nations, it is increasing in Bulgaria, with an estimated 40% of the population smoking.

He expressed particular concern over high rates of smoking among young people and the higher prevalence among girls. He attributed the persistence of these issues to strong industry interests, which reportedly include purchasing media outlets to spread unverified claims about heated tobacco products. Participants discussed gaps in implementing the WHO Framework Convention.

Experts pointed to legal loopholes concerning heated tobacco products and the need for greater prevention funding. Several speakers stressed that the Framework Convention requires states to shield public health policies from commercial tobacco interests. The collective consensus underscored the need for immediate, effective measures to safeguard public health against tobacco influence.
