Pledges Supports For New Three Seas Partnership Initiative

Bulgaria’s Ministry of Innovation and Growth (MIG) has announced support for a new regional partnership involving Croatia, Lithuania, Poland, Romania, and Slovenia under the framework of the Three Seas Initiative. This collaboration is being supported by the European Investment Fund (EIF), an entity of the European Investment Bank (EIB) Group. Representatives from the EIF and national promotional banks from the five Central and Southeastern European nations signed a Memorandum of Understanding in Dubrovnik on April 28.

This agreement commits the parties to launching the regional initiative later this year with the aim of enhancing connectivity across the region. The partnership is projected to secure a minimum of EUR 2 billion in investments dedicated to infrastructure projects. The core objective is to mobilize public funding streams to attract private capital for diverse connectivity needs, including clean energy, transport networks, digital infrastructure, and social amenities.

To facilitate this, the five participating countries plan to jointly contribute EUR 250 million, an amount the EIF has committed to matching. The signing took place during the Three Seas Initiative summit held in Croatia. The MIG stated that Bulgaria will support this european cooperation through the extended JEREMIE initiative, which remains active until 2035.

Under this program, Bulgaria plans to allocate up to EUR 25 million for infrastructure connectivity within the Three Seas Initiative. This funding represents one of four strategic pillars within Bulgaria’s new ten-year investment strategy, alongside investments in deep technology, growth-stage funds, and defense. The initiative aims to deepen cross-border economic integration across the entire region.
