She expressed confidence in a significantly different Parliament, emphasizing that a shift in the style and manner of parliamentary work is paramount. The President stressed the necessity for members of parliament to maintain mutual respect and respect for all citizens, adding that she anticipates swift and decisive actions. Addressing a query, the President highlighted the immediate need for the legislature to prioritize the adoption of the 2026 national budget, noting that the state currently faces a deadlock.
Following the constitution of the new National Assembly, she confirmed she would conduct consultations with the parliamentary groups regarding the formation of a cabinet chosen by Parliament. The head of state will be able to issue the decree for the convocation once the Central Election Commission publishes the list of the 240 elected MPs. This new legislature was elected on April 19 during snap elections.
These elections followed the resignation of the Rosen Zhelyazkov cabinet on December 11, 2025, which occurred amid significant anti-government protests in Sofia and other areas in late November 2025, and the subsequent failure of three parliamentary parties to form a government. Under constitutional procedure, the first sitting of the National Assembly will be opened by the most senior MP, Rumen Milanov, 78, a retired Interior Ministry lieutenant general elected under Progressive Bulgaria. He will preside over the proceedings until a chairperson and deputy chairpersons are elected.
