Parliament Debates “Danger of Normalizing Relations with Russia”, Placing Focus on Culture and Sports

During its plenary session in Strasbourg on April 29, the European Parliament debated the perceived danger of normalizing relations with Russia, particularly concerning the country’s participation in major cultural and sporting events. Major political groups, including the European People’s Party, Socialists and Democrats, Renew Europe, the Greens, and the European Conservatives and Reformists, opposed restoring such ties, arguing that doing so would legitimize Russian authorities amid the ongoing war in Ukraine. Austrian MEP Hannes Heide stated that Russian President Vladimir Putin utilizes athletes for political objectives, deeming any allowance for such participation unacceptable.

Conversely, representatives from The Left and other groups argued against the politicization of culture and sport, advocating that these fields should serve to “build bridges.”

European Culture and Sport Commissioner Glenn Micallef emphasized that Russia is conducting a hybrid war that extends into culture and sport. He presented two options: either normalizing the aggressor or refusing to tolerate it. Micallef specifically criticized decisions regarding Russian and Belarusian athletes at the 2026 Winter Paralympic Games and the invitation to the Venice Biennale, warning that the EU would withdraw funding if the decisions were not reversed.

While some MEPs questioned the premise of the debate, others, like Nikola Minchev, countered that rewarding Russia while it continues military actions in Ukraine amounts to legitimizing those actions.
