Bulgaria MP Mihaela Dotsova Elected as 52nd National Assembly Chair

Mihaela Dotsova, a Member of Parliament representing Progressive Bulgaria, was elected Chair of the Parliament during the inaugural session of the 52nd National Assembly in Bulgaria on Thursday. Her nomination secured support from 188 MPs representing Progressive Bulgaria, GERB-UDF, and the Movement for Rights and Freedom. In contrast, the nomination for Peter Petrov of Vazrazhdane received support from 12 MPs, with 175 votes cast against.

Addressing the assembly, Dotsova emphasized the necessity of reforming the legislative process in Bulgaria. She stated that the primary challenge facing the nation is restoring best practices in lawmaking, advocating for a system that is predictable and debate-driven rather than procedurally formalistic. She stressed that legislation must incorporate thorough impact assessments and prioritize the sustainability of decisions over short-term political expediency.

Dotsova asserted that, more than ever, Bulgaria requires not only sustainable governance but also the strengthening of the rule of law and an independent state structure. Dotsova, who is 42 years old, is a lawyer with significant experience in both government administration and the legislative sphere. She was the top-of-the-list candidate for Progressive Bulgaria in Sofia’s 23rd multi-member constituency.

Her professional background includes over seven years at the Ministry of Environment and Water, where she headed the Legal Directorate, alongside roles at the National Assembly and the Sofia Regional Administration. She holds a PhD in Administrative Law and has authored numerous scientific publications, solidifying her expertise in administrative and environmental law.
