Mihaela Dotsova, a member of the Progressive Bulgaria party, was elected Parliament Chair during the inaugural session of the 52nd National Assembly in Bulgaria on Thursday. Her nomination received support from 188 MPs representing Progressive Bulgaria, GERB-UDF, and the Movement for Rights and Freedom, with no recorded votes against. Conversely, the nomination of Peter Petrov from Vazrazhdane received support from 12 MPs, faced 175 votes against, and 50 abstentions.
Addressing the assembly, Mihaela Dotsova stated that the primary challenge for Bulgaria is to reestablish best practices in lawmaking. She advocated for a process that is predictable and rooted in debate, rather than one characterized by procedural formalism. Dotsova emphasized that legislation must incorporate impact assessments and should be guided by the sustainability of decisions, rather than short-term political considerations.
She stressed that Bulgaria requires not only sustainable governance but also the restoration of the rule of law, noting the ongoing challenge of strengthening an independent and lawful state. Dotsova, who was the top-of-the-list candidate for Progressive Bulgaria in Sofia’s 23rd multi-member constituency, is 42 years old. She is a lawyer with significant experience in both government administration and the legislative sector.
Her career has included over seven years at the Ministry of Environment and Water, where she led the Legal Directorate, in addition to serving as chief secretary and head of the minister’s cabinet within the ministry. Furthermore, Mihaela Dotsova has practiced law for the National Assembly and the Sofia Regional Administration. She holds a PhD in Administrative Law and Administrative Procedure and has authored over 13 scientific publications.
