-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation conducted by the Anti-Corruption Fund (ACF) has identified potential irregularities within the awarding of public procurement contracts across four cultural institutions. The contracts, totaling nearly EUR 5 million, pertain to renovation and architectural supervision work at sites managed by the Culture Ministry, including the Aleko Konstantinov State Satirical Theatre and the National Educational Complex for Culture (NUKK) in Sofia. According to Daniela Peneva, a legal expert at the ACF, the review of tender procedures revealed multiple violations of tender conditions.

The analysis noted that in five of the eight contracts examined, the winning companies lacked documented experience completing projects of similar scope within the preceding five years, as stipulated by the rules. Furthermore, procedural lapses were identified, such as a committee disqualifying candidates for non-compliance with technical criteria after price proposals had already been opened. The ACF review highlighted significant connections among the entities awarded the contracts—Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD.

Public records show multiple links, including shared addresses and personnel between Crypto Energy EOOD and Multi Stroi Comers EOOD, both associated with an individual named Petar Dyulgerov. Concerns were also raised regarding potential conflicts of interest involving the same legal experts, Ivan Sotirov and Kristian Sotirov, who were repeatedly involved in preparing contract documentation
