-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation conducted by the Anti-Corruption Fund (ACF) has identified potential irregularities concerning nearly EUR 5 million in public procurement contracts awarded for renovations and architectural supervision across four cultural institutions under the Ministry of Culture. The affected sites include the Aleko Konstantinov State Satirical Theatre, the Drama Theatre in Lovech, the Small City Theatre Behind the Canal, and NUKK in Sofia. A legal expert from the ACF noted that a review of the tender procedures revealed multiple violations of tender conditions.

The ACF team’s analysis of documentation indicated that in five of the eight contracts reviewed, the successful bidding companies lacked the mandatory recent experience in comparable projects. Furthermore, one winning company failed to meet the specified financial criteria for the NUKK renovation. The review also uncovered potential conflicts of interest and undisclosed connections among the entities involved.

The contracts were awarded to companies such as Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD.
