-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation conducted by the Anti-Corruption Fund (ACF) has identified suspected irregularities concerning the awarding of nearly EUR 5 million in public procurement contracts for renovations and architectural supervision across four cultural institutions managed by the Culture Ministry. The affected sites include the Aleko Konstantinov State Satirical Theatre in Sofia, the Drama Theatre in Lovech, the Small City Theatre Behind the Canal in Sofia, and the National Educational Complex for Culture (NUKK) in Sofia. Daniela Peneva, a legal expert with the ACF, stated that the review of tender procedures revealed multiple violations of established tender conditions.

The analysis of the documentation showed that in five of the eight contracts reviewed, the successful bidding companies lacked the required recent experience in projects of similar scope. Furthermore, procedural lapses were noted, such as in one case where the evaluation committee disqualified candidates after price proposals had already been opened.
