An investigation by the Anti-Corruption Fund (ACF) has uncovered suspected irregularities concerning the awarding of public procurement contracts for renovations and architectural supervision across four cultural institutions. The contracts, totaling nearly EUR 5 million, are managed under the Culture Ministry and involve facilities in Sofia and Lovech. Legal expert Daniela Peneva stated that the ACF’s review of the tender procedures identified multiple violations of tender conditions.
The analysis revealed that in five of the eight contracts reviewed, the successful companies lacked the requisite experience performing similar projects within the last five years. Furthermore, procedural violations were noted, such as one instance at the Small City Theatre where candidates were disqualified based on technical criteria after price proposals had already been opened. The investigation highlighted potential conflicts of interest and collusion among the awarded contractors, including Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD.
