‘ Expectations of New Parliament

During the inaugural session of Bulgaria’s 52nd National Assembly, various parliamentary groups addressed journalists regarding their expectations for the legislative period, the selection of the Assembly Chair, and the formation of a new cabinet. Rumen Radev, leader of the Progressive Bulgaria (PB) coalition, stated that finalizing the government structure by May 15 is crucial due to the volume of pending reforms. He identified the state’s finances as a major concern, alongside the election of a new Supreme Judicial Council.

Radev addressed the challenge of dismantling the perceived oligarchic model within government institutions and the judiciary, assuring that measures were in place to prevent state capture. Caretaker Prime Minister Andrey Gurov urged the newly elected representatives to demonstrate “courage and principles,” emphasizing that the public demands for good governance remain paramount. He suggested that the caretaker administration had demonstrated that Bulgaria could operate effectively with integrity.

Other leaders articulated distinct priorities. Tomislav Donchev of GERB-UDF highlighted cabinet formation and the adoption of the 2026 budget as top tasks. Meanwhile, Assen Vassilev of CC stressed the urgent election of the Supreme Judicial Council.

Galab Donev announced that PB would be nominating a candidate for the Chair. Various opposition figures expressed their commitment to monitoring power holders
