&P Global Ratings Says Municipal Investments Will Remain Limited

S&P Global Ratings analysis indicates that Bulgaria’s potential entry into the eurozone and the outcome of its recent general election could facilitate stronger investment-led growth. However, the analysis identifies comparatively weak financial management at the municipal level, including insufficient long-term strategic planning, as the primary impediment to more robust local investment. While low local and regional government (LRG) debt—standing at 0.8% of GDP as of the end of 2024—supports current ratings, this low level is attributed to a consistent lack of regional investment, which weighs on overall economic growth.

Furthermore, the outstanding stock of debt securities relative to total LRG debt remains low at 1.6% in 2024, positioning Bulgaria below several Central and Eastern European peers. Eurozone membership is expected to strengthen Bulgarian issuers’ access to euro-denominated commercial debt markets, and greater stability at the central government level should support more predictable budget adoption and timely transfers to municipal authorities. Transfers from the state level currently account for nearly 80% of local government operating revenues.

Despite these favorable macroeconomic and political conditions, the outlook for municipal investment remains constrained. Over the last decade, general government investment spending has consistently lagged that of regional peers. Compounding these issues are negative demographic trends and the fossil fuel dependency of several regions.

Overall, the ratings agency notes that despite these positive structural shifts, the key obstacle remains the limited capacity for proactive local investment.
