Addressing the newly sworn-in Members of Parliament during the inaugural sitting of the 52nd National Assembly, Bulgarian President Iliana Iotova emphasized the critical function of the legislature to pass the 2026 national budget. She characterized the extension of the 2025 budget as a significant indicator of prolonged governmental deadlock. According to the head of state, any delay in this process risks plunging citizens, businesses, municipalities, and state institutions into stagnation and unpredictability.
Iotova stated that while overcoming these challenges will require concerted effort, restoring public trust in Bulgarian institutions will be a complex, multi-faceted task involving all branches of government. She noted that the electorate had mandated a single political force, Progressive Bulgaria, with expectations for stable governance, an orderly state, and adherence to the separation of powers outlined in the Constitution. The President stressed that citizens expect justice, accountability for corruption, and the swift administration of law.
In her address, Iotova also addressed Bulgaria’s international standing. She argued that after nineteen years as an EU member, Bulgaria must assert its strong and influential voice. She asserted that Bulgaria’s perspective and position are valuable, suggesting the country has contributions to offer regarding the security of the EU’s external borders and the development of the Western Balkans.
She concluded that these contributions are vital for Europe to maintain its international competitiveness and uphold its high standards. The President urged the legislature to act decisively on key national matters, starting with the passage of the necessary budget.
