‘ Expectations of New Parliament

As members of parliament and party leaders convened for the inaugural session of Bulgaria’s 52nd National Assembly, various groups addressed journalists regarding their expectations for the legislative session, the election of the Assembly Chair, and the formation of a new cabinet. Rumen Radev, leader of the Progressive Bulgaria (PB) coalition, stated that the government structure must be finalized by May 15 to address numerous pending reforms. He identified the state’s finances as a major concern, alongside the election of a new Supreme Judicial Council.

Radev emphasized the challenge of dismantling the existing “oligarchic model” that permeates state institutions in Bulgaria. Caretaker Prime Minister Andrey Gurovtsev advised that the new government must demonstrate resolve, noting that recent public demonstrations underscored the populace’s demands for improved governance. He suggested that the recent actions of the caretaker cabinet demonstrated that integrity is achievable in the country’s governance.

Other parties outlined their priorities. Tomislav Donchev of GERB-UDF highlighted cabinet formation and the adoption of the 2026 budget as paramount tasks. Meanwhile, CC leader Assen Vassilev stressed the urgent need to elect a Supreme Judicial Council.

Various leaders also discussed the political landscape, including the split of the Continue the Change – Democratic Bulgaria group. Generally, the discussion centered on the path toward reform. MPs articulated their expectations for the legislative body to focus on systemic improvements, with several groups committing to monitoring power holders and advocating for judicial reforms across Bulgaria.
