Backs Proposed Integration of AI in School Curricula

Ombudsman Velislava Delcheva has endorsed proposed amendments to a 2015 ordinance on general education, which the Education Ministry tabled. The changes aim to formally integrate artificial intelligence and digital literacy into the curriculum for students from the third through twelfth grades. In a statement addressed to the caretaker Education Minister, Sergey Ignatov, Delcheva views the modifications as a timely and necessary modernization effort for Bulgarian education amidst rapid technological advancements.

Delcheva suggests that artificial intelligence can significantly assist in learning, student research, and creative projects, thereby modernizing the educational environment and improving feedback between educators and students. However, she stresses that technology should complement, not replace, the core cognitive process, asserting that AI must function as a guide to knowledge rather than a substitute. Furthermore, the Ombudsman emphasized the necessity for students to develop critical thinking, fact-checking skills, the ability to identify disinformation and algorithmic bias, and ethical responsibility regarding AI use.

She also noted the evolving role of the teacher, who must function as both a knowledge source and a mentor within the digital sphere. Delcheva highlighted several risks associated with implementing the reform, including the potential widening of the digital divide between regions, the requirement for robust teacher training, safeguarding student data, and mitigating risks of plagiarism and over-reliance on technology. She also pointed to the need for clear assessment mechanisms for new competencies and adequate technical infrastructure.

The Ombudsman noted that the proposed draft aligns with UNESCO guidelines on generative AI in education and European regulations. Delcheva recommends the Ministry of Education create a registry of certified AI tools for schools and implement additional rules ensuring child protection, transparency, and human oversight. She also advocated for a comprehensive approach to mental health in schools, including social and emotional learning programs.
