Ombudsman Velislava Delcheva has voiced support for amendments to a 2015 ordinance governing general education, which proposes integrating artificial intelligence and digital literacy into the curriculum for students in grades three through twelve. In a statement addressed to the caretaker Education Minister, Delcheva stated that these proposed changes represent a timely effort to modernize Bulgarian education amidst rapid technological advancement. According to Delcheva, AI holds potential as a valuable aid in student research, creative activities, and enhancing the feedback loop between educators and learners.
However, she cautioned that technology must function as a supplement to, rather than a replacement for, cognitive processes. She emphasized that successful adoption requires students to develop critical thinking, skills in fact-checking, the ability to identify disinformation and algorithmic bias, and ethical responsibility concerning AI use. The role of the teacher, Delcheva noted, must evolve to encompass mentorship and navigation within the digital environment.
While acknowledging the benefits, Delcheva highlighted several risks associated with implementing the reform. These include the potential widening of the digital divide between regions, the necessity for robust teacher training, safeguarding student data privacy, mitigating plagiarism, and establishing clear assessment metrics for new competencies. Delcheva observed that the draft aligns with UNESCO guidelines and European regulations concerning AI in education.
She recommended that the Ministry of Education establish a catalog of certified and safe AI tools for schools. Furthermore, she stressed the need for additional rules ensuring child protection, transparency, and human oversight. Finally, she urged a comprehensive approach to mental health in schools, including programs for social and emotional learning to support adaptation to the changing digital landscape.
