Backs Proposed Integration of AI in School Curricula

Ombudsman Velislava Delcheva has backed the draft amendments to a 2015 ordinance on general education, which the Ministry of Education tabled. These amendments propose the official integration of artificial intelligence and digital literacy across the curriculum from the third through twelfth grades. In a statement addressed to the caretaker Education Minister, Delcheva stated that these changes represent a timely and necessary measure to modernize Bulgarian education amidst rapid technological advancements.

Delcheva noted that while artificial intelligence can serve as a valuable assistant for student research, creative work, and improving teacher-student feedback, it must function as a supplement to, rather than a replacement for, cognitive processes. Furthermore, she emphasized that developing critical thinking, fact-checking skills, recognizing disinformation and algorithmic bias, and maintaining ethical responsibility are crucial student outcomes. The role of the educator, she added, must evolve from being solely a source of knowledge to becoming a mentor and navigator within the digital environment.

While supporting the reform, Delcheva highlighted several risks that require consideration, including the potential widening of the digital divide between regions, the necessity of comprehensive teacher training, student data protection, and the risk of excessive technological dependence. The Ombudsman observed that the proposed framework largely aligns with UNESCO guidelines and European regulations classifying education as a high-risk sector. To mitigate risks, Delcheva recommended that the Ministry of Education establish a registry of certified and safe AI tools for schools.

She also advised introducing rules ensuring child protection, transparency, and human oversight in learning technology. Finally, she stressed the need for a holistic approach to mental health in schools, including programs focused on social and emotional learning to support adaptation in the rapidly changing digital landscape.
