Backs Proposed Integration of AI in School Curricula

Ombudsman Velislava Delcheva has voiced support for draft amendments to a 2015 ordinance on general education, submitted by the Education Ministry. These proposed changes aim to officially integrate artificial intelligence and digital literacy into the curriculum for students from the third through twelfth grades. In a statement addressed to the caretaker Education Minister, Sergey Ignatov, Delcheva stated that the modifications represent a timely and necessary modernization of Bulgarian education given the rapid advancement of new technologies.

According to Delcheva, artificial intelligence can serve as a valuable aid in the learning process, assisting students with research and creative work, and improving feedback mechanisms between educators and students. However, she emphasized that technology should complement, not replace, cognitive development, suggesting AI should function as a knowledge guide rather than a substitute. Furthermore, Delcheva highlighted the necessity for students to develop critical thinking, fact-checking skills, the ability to identify disinformation and algorithmic bias, and ethical responsibility when using AI.

She noted the evolving role of the teacher, who must function not only as a source of knowledge but also as a mentor and navigator within the digital sphere. The Ombudsman pointed out several risks associated with implementing the reform, including the potential widening of the digital divide between regions, the requirement for high-quality teacher training, student data protection, and the risks of plagiarism and over-reliance on technology. Delcheva recommended that the Ministry of Education consider creating a list of certified, safe AI tools for schools and implementing stricter rules ensuring child protection and human oversight.

She also stressed the need for a comprehensive approach to mental health in schools to support adaptation to the digital environment.
