Bulgaria MP Mihaela Dotsova Elected as 52nd National Assembly Chair

Mihaela Dotsova, a Member of Parliament from Progressive Bulgaria, was elected Chair of the Parliament during the inaugural session of the 52nd National Assembly in Bulgaria on Thursday. Her nomination received support from 188 MPs representing Progressive Bulgaria, GERB-UDF, and the Movement for Rights and Freedom, with no dissenting votes recorded. Conversely, the nomination of Peter Petrov from Vazrazhdane garnered support from 12 MPs, faced 175 votes against, and saw 50 abstentions.

Addressing the assembly, Mihaela Dotsova stated that the primary challenge facing Bulgaria is restoring best practices in lawmaking. She advocated for a legislative process that is predictable and rooted in debate, rather than one characterized by procedural formalism. Dotsova emphasized that legislation must incorporate impact assessments and be guided by the sustainability of decisions, moving beyond short-term political considerations.

She stressed the necessity of restoring both sustainable governance and the rule of law in Bulgaria. Mihaela Dotsova is a 42-year-old lawyer who was the top-of-the-list candidate for Progressive Bulgaria in Sofia’s 23rd multi-member constituency. Her professional background includes extensive experience in government administration and the legislative sector.

Since 2017, she has been associated with the Ministry of Environment and Water, where she spent over seven years leading the Legal Directorate, and also served as chief secretary and head of the minister’s cabinet within the Ministry. Dotsova holds a PhD in Administrative Law and Administrative Procedure and has published over 13 scientific works.
