Mihaela Dotsova, a member of Progressive Bulgaria, was elected Parliament Chair during the inaugural session of the 52nd National Assembly in Bulgaria on Thursday. Her nomination received support from 188 MPs representing Progressive Bulgaria, GERB-UDF, and the Movement for Rights and Freedom. Conversely, Peter Petrov, representing Vazrazhdane, garnered support from 12 MPs, faced 175 votes against, and saw 50 abstentions.
Addressing the assembly, Mihaela Dotsova stated that the primary challenge facing the legislature is to restore best practices in Bulgarian lawmaking. She advocated for a process that is predictable and founded on debate rather than mere procedural formalities. Dotsova emphasized that legislation must incorporate impact assessments and should be guided by the sustainability of decisions rather than short-term political motives.
“Today more than ever, Bulgaria needs not only sustainable governance but also the restoration of the rule of law,” Dotsova asserted, noting the ongoing challenge of strengthening an independent and lawful state. Mihaela Dotsova is 42 years old and holds a PhD in Administrative Law and Administrative Procedure. Her professional background includes extensive experience in government administration and legislative work.
Since 2017, she has been associated with the Ministry of Environment and Water, where she spent over seven years leading the Legal Directorate. She has also served in roles such as chief secretary and head of the minister’s cabinet within the ministry, alongside legal work at the National Assembly and the Sofia Regional Administration. Dotsova is the top-of-the-list candidate for Progressive Bulgaria in Sofia’s 23rd multi-member constituency.
