Childcare Rated Average Over 15 Years, Child Well-Being Weakest Area

According to data presented by the National Network for Children (NNC), the overall performance of the state in providing care for children over the past 15 years registers an average score of 3.28. The NNC released its “Report Card 2026: What Is State’s Average Performance in Caring for Children?,” an assessment that evaluates the progress of governmental policies concerning minors and offers targeted recommendations. This evaluation incorporated input from over 40 experts across eight distinct areas.

The report identified child well-being as the most deficient area, scoring 2.96. Representatives noted that this low score reflects concerns regarding child poverty, access to adequate healthcare services, and the quality of education available to the population. Consequently, the NNC emphasized the necessity for a comprehensive policy and a revised approach to support children.

Conversely, the social system received a higher score of 3.41. However, NNC’s Coordinator for Children’s Policies, Bella Damyanova, pointed out structural issues within this sector, specifically citing a shortage of specialized personnel. Addressing the broader context, NNC representative Georgi Elenkov observed signs of increasing stability within Bulgarian politics.

He cautioned that the primary concern remains achieving consistent policy stability and re-establishing an expert focus within the National Assembly. The findings underscore the need for systemic policy adjustments to improve the welfare framework for all children.
