Childcare Rated Average Over 15 Years, Child Well-Being Weakest Area

According to Maria Brestnichka of the National Network for Children (NNC), the state’s performance in caring for children over the last 15 years has achieved an average rating of 3.28. The NNC released its “Report Card 2026: What Is State’s Average Performance in Caring for Children?,” a document that assesses the progress of existing state policies and offers targeted recommendations. The evaluation incorporated data from eight distinct areas, assessed by over 40 experts.

Brestnichka identified child well-being as the weakest domain, which scored 2.96. She noted that this category encompasses critical aspects such as child poverty, access to healthcare services, and the quality of education, suggesting a need for a comprehensive policy and new strategic approach for children. Bella Damyanova, Coordinator for Children’s Policies at NNC, focused on the social system, which received a score of 3.41.

She pointed out that a primary challenge within this area is the shortage of specialized personnel. Furthermore, she mentioned that two medico-social care homes have yet to be closed. Regarding governance, Georgi Elenkov of NNC observed signs of emerging stability within Bulgarian politics.

However, he emphasized that the critical concern remains establishing policy stability and reintroducing an expert tone within the National Assembly. The report underscores the need for systemic improvements to ensure adequate support for the nation’s youth.
