An investigation conducted by the Anti-Corruption Fund (ACF) has identified potential irregularities concerning the awarding of public procurement contracts for renovations and architectural supervision across four cultural institutions under the Culture Ministry. The total value of the contracts reviewed approaches EUR 5 million, covering sites including the Aleko Konstantinov State Satirical Theatre and the National Educational Complex for Culture (NUKK) in Sofia. A legal expert from the ACF noted that the review of tender procedures revealed multiple violations of established tender conditions.
The analysis indicated that in five of the eight contracts examined, the successful bidding companies lacked the required history of completing projects of similar scope within the preceding five years. Furthermore, in one instance, the evaluation committee disqualified candidates for non-compliance with technical criteria after price proposals had already been opened. The ACF review suggests potential conflicts of interest and procedural breaches.
The winning companies—Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD—show multiple professional and physical links.
