-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation by the Anti-Corruption Fund (ACF) has identified potential irregularities concerning public procurement contracts for renovations and architectural supervision at four cultural institutions under the Culture Ministry. The contracts, valued at nearly EUR 5 million, involve the Aleko Konstantinov State Satirical Theatre, the Drama Theatre in Lovech, the Small City Theatre Behind the Canal, and the National Educational Complex for Culture (NUKK). Daniela Peneva, a legal expert at the ACF, stated that the review of tender procedures revealed multiple violations of tender conditions, with email correspondence suggesting predetermined contractor selection.

Documentation review showed that in five of the eight contracts assessed, the winning companies did not possess the required recent project experience. Furthermore, one winning company failed to meet the financial criteria for the NUKK renovation. A procedural violation was also noted at the Small City Theatre, where candidates were disqualified by the evaluation committee after price proposals had already been opened.

The ACF review highlighted that the contracts were awarded to Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD, which exhibit numerous documented links. Two of these firms are connected to an individual named Petar Dyulgerov, and the same address is listed
