-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation by the Anti-Corruption Fund (ACF) has identified potential irregularities concerning public procurement contracts totaling nearly EUR 5 million across four cultural institutions under the Culture Ministry. The contracts involve renovations and architectural supervision at sites including the Aleko Konstantinov State Satirical Theatre and the National Educational Complex for Culture (NUKK) in Sofia. Daniela Peneva, a legal expert at the ACF, stated that an analysis of the tender procedures revealed multiple violations.

The review found instances where winning companies had not completed projects of a similar scope within the required five-year period. Furthermore, documentation showed procedural flaws, such as an evaluation committee disqualifying candidates after price proposals had already been opened. The ACF review highlighted connections among the awarded contractors—Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD.
