-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation by the Anti-Corruption Fund (ACF) has identified potential irregularities concerning several public procurement contracts totaling nearly EUR 5 million for renovations and architectural supervision at four cultural institutions under the Culture Ministry. The affected sites include the Aleko Konstantinov State Satirical Theatre, the Drama Theatre in Lovech, the Small City Theatre Behind the Canal, and the National Educational Complex for Culture (NUKK) in Sofia. ACF legal expert Daniela Peneva stated that an analysis of the tender procedures revealed multiple violations of established tender conditions.

Reviewing the documentation, the ACF noted that in five of the eight contracts examined, the winning companies lacked the required experience completing projects of a similar scope within the last five years. Furthermore, one winning company failed to meet the specified financial criteria for the NUKK renovation contract. Specific procedural flaws were identified at the Small City Theatre, where the evaluation committee disqualified candidates for technical non-compliance after price proposals had already been opened.
