-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation by the Anti-Corruption Fund (ACF) has raised concerns regarding potential irregularities within public procurement processes across four cultural institutions. The review covers nearly EUR 5 million in public contracts designated for renovations and architectural supervision at facilities managed under the Culture Ministry, including theaters in Sofia and Lovech. ACF legal expert Daniela Peneva stated that the analysis of tender procedures revealed multiple violations of established tender conditions.

The investigation noted that in several reviewed contracts, winning companies lacked the required experience, failing to demonstrate similar project scopes within the preceding five years. Furthermore, procedural flaws were identified, such as an evaluation committee disqualifying candidates after price proposals had already been opened for one specific contract. The ACF review highlighted concerning patterns among the awarded contracts, which were secured by companies such as Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD.

Public information reveals multiple connections between these entities. Specifically, two of the involved companies are linked to the same individual, Petar Dyulgerov, who also served as a contact for a different contractor in the process.
