‘ Expectations of New Parliament

During the inaugural sitting of Bulgaria’s 52nd National Assembly, members of parliament and various party leaders addressed journalists regarding their expectations for the legislative session, the election of the Assembly Chair, and the subsequent cabinet formation. Rumen Radev, leader of the Progressive Bulgaria (PB) coalition, stated that finalizing the government structure by May 15 is crucial due to the volume of pending reforms. He identified the state’s finances and the election of a new Supreme Judicial Council as top priorities for his parliamentary group.

Radev also noted the difficulty in dismantling the existing “oligarchic model” across government and the judiciary. Caretaker Prime Minister Andrey Gurovt expressed his expectation that the incoming government would demonstrate principle and courage, referencing mass protests that previously influenced the government. He suggested that the caretaker administration demonstrated that Bulgaria could operate with integrity.

Tomislav Donchev of GERB-UDF highlighted cabinet formation and the adoption of the 2026 budget as paramount tasks, asserting that the opposition must serve as a necessary counterpoint. Assen Vassilev of CC emphasized the urgent election of the Supreme Judicial Council.

Leaders from various factions articulated their strategic roles. Ivaylo Mirchev confirmed that despite the decision to register two groups, the elected MPs would remain united for the presidential elections. Atanas Atanassov indicated that the opposition’s focus would be on promoting judicial reforms and monitoring powerholders.
