Network of Prosecutors, Investigators Is Established in Bulgaria to Probe Intellectual Property Crimes, Cybercrime

A national network comprising prosecutors and investigators specializing in cybercrime and intellectual property crimes was recently established at the National Investigation Service, the prosecution service announced on Thursday. The launch event was attended by Acting Prosecutor General Vanya Stefanova, former Prosecutor General Borislav Sarafov, experts from the U.S. Department of Justice, and representatives from various state institutions.

The primary objective of the new network is to enhance the expertise of investigators and prosecutors in handling complex cybercrime cases, thereby improving the speed and effectiveness of investigations. Stefanova expressed confidence in the initiative, noting the model’s proven success in combating human trafficking and terrorism financing. Sarafov emphasized the escalating threat, stating that cybercrime is increasing by approximately 300% annually, which necessitates specialized, sustainable structural capacity.

The development of the network was spearheaded by prosecutor Raya Boncheva of the Supreme Cassation Prosecution Office and Svetoslav Vasilev, head of the NIS Cybercrime Department. Vasilev stated the goal is to ensure investigators acquire the necessary skills for timely case completion. International cooperation was highlighted by the U.S.

Department of Justice. Kristy O’Malley presented the structure of similar U.S. frameworks, while Matt Lamberti commended the work of the NIS and the prosecution service regarding investigations into torrent trackers.

The newly formed network is designed to integrate prosecutors from all levels—district, regional, and appellate offices—alongside investigators from the NIS Cybercrime Department, creating a comprehensive structure to address evolving threats to intellectual property rights.
