Pledges Supports For New Three Seas Partnership Initiative

Bulgaria’s Ministry of Innovation and Growth (MIG) has announced its support for a new regional partnership involving Croatia, Lithuania, Poland, Romania, and Slovenia, structured under the Three Seas Initiative. This commitment was formalized by representatives from the European Investment Fund (EIF) and national promotional banks from the five Central and Southeastern European nations during a Memorandum of Understanding signing in Dubrovnik on April 28. The signatories plan to launch the regional initiative to enhance connectivity across the region later this year.

This collaborative effort is projected to secure at least EUR 2 billion in investments for critical infrastructure projects. The initiative aims to mobilize public funds to attract private capital across various connectivity sectors, including clean energy, transport networks, digital infrastructure, and social amenities. To facilitate this, the five participating countries intend to jointly contribute EUR 250 million, which the EIF will match.

The agreement was signed on the opening day of the Three Seas Initiative summit held in Croatia. As the Infrastructure Fund of Funds is established, other countries are expected to join this growing regional cooperation. In parallel, the MIG confirmed that Bulgaria will support this cooperation through the extended JEREMIE initiative, which remains active until 2035.

Under this framework, Bulgaria has earmarked up to EUR 25 million for infrastructure connectivity within the Three Seas Initiative. This commitment represents one of four strategic focus areas within Bulgaria’s new ten-year investment strategy, alongside investments in technology transfer, growth-stage funds, and defense. This underscores the deepening european integration efforts across the region.
