Sofia Leader Slams Mladost Property Deal as Corrupt

Spasi Sofia Chair Boris Bonev criticized a report concerning properties in Sofia’s Mladost district, describing the plan—which involves constructing a 22-storey building with nearly 60,000 sq m of gross floor area—as potentially “scandalous and corrupt.” Bonev alleged that the proposal represents one of the largest corruption deals being advanced discreetly, contrary to the public interest. He argued that erecting such a structure at a busy intersection in Mladost would be detrimental to residents. Bonev emphasized that local voters have historically favored politicians who promise to curb excessive development.

He noted that while municipal councillor and architect Rositsa Nikolova has repeatedly argued for the postponement or rejection of the report based on professional grounds, these arguments are difficult to hear when a political agreement appears to have already been reached. Nikolova countered by pointing out that the Sofia Municipality owns 92% of the property, compared to the private owner’s 8%. She argued that this ownership ratio dictates that the municipality should control the development rules and conditions.

Bonev also criticized political forces expected to support the plan, as well as Mayor Vassil Terziev, for their perceived lack of public stance. Furthermore, he pointed out that the submitted report closely mirrors a proposal from a previous term introduced by GERB and the former mayor of Mladost. Bonev suggested that the current political climate allows for unchecked actions, equating the situation to an attempt to improperly benefit from a perceived final opportunity.
