Caretaker Justice Minister Andrey Yankulov stated that the judicial system should not remain under the leadership of an acting Prosecutor General whose tenure he views as contrary to both law and morality. Speaking on Monday, Yankulov commented that the recent elections have clearly identified a victor in Progressive Bulgaria and significant losers among the established political forces associated with the judiciary’s perceived corruption. For Yankulov, a key challenge for Bulgaria’s future is translating the public mandate for judicial reform into concrete political action.
He suggested that the negative electoral outcome for parties invested in maintaining the status quo indicates that citizens view reform as an inevitability. He expressed a desire for the immediate restoration of legality within the prosecution service, viewing this as a crucial initial step for change. While he stressed the importance of promptly electing a new Supreme Judicial Council (SJC), the minister cautioned that this process must prioritize proper procedure over speed.
He emphasized the need to ensure that only professionals committed to an independent, rather than politically influenced, judiciary are selected. Yankulov suggested that the SJC and its Prosecutors’ College had ample time over the past two months to adapt but failed to do so, implying that the new parliament might need to address the issue through ordinary legislation early in its term.
