-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation by the Anti-Corruption Fund (ACF) has raised concerns regarding potential irregularities within public procurement contracts awarded to four cultural institutions under the Culture Ministry. The contracts, which cover renovations and architectural supervision, total nearly EUR 5 million and involve facilities in Sofia and Lovech. A legal expert from the ACF noted that the review of tender procedures revealed multiple violations of established tender conditions.

The analysis suggested potential evidence of rigged tenders, indicating a predetermined selection of contractors based on internal correspondence reviewed by the ACF team. Furthermore, the documentation showed that in five of the eight contracts examined, the winning companies had not provided proof of completing projects of similar scope within the preceding five years, as required. The review highlighted procedural flaws, including an instance where an evaluation committee disqualified bidders after price proposals had already been opened.

The investigation noted that the contracts were awarded to companies such as Crypto Energy EOOD, Multi Stroi Comers EOOD, and D&D OOD. Public records reveal multiple connections between these entities; two of the companies are linked to the same individual, Petar Dyulgerov, and they share operational addresses. Concerns were also raised over personnel overlaps.
