‘ Expectations of New Parliament

As members of parliament convened for the inaugural session of Bulgaria’s 52nd National Assembly, leaders from various political groups addressed journalists regarding their expectations for the legislative session, the election of the Assembly Chair, and the subsequent formation of a government. Rumen Radev, leader of the Progressive Bulgaria (PB) coalition, stated that the government structure should be finalized by May 15 to address numerous pending reforms. He identified the state’s finances as a primary concern for his group, alongside the election of a new Supreme Judicial Council.

Regarding the political landscape, Radev noted the difficulty in dismantling the existing oligarchic model within government institutions and the judiciary. Caretaker Prime Minister Andrey Gurov expressed his expectation that the incoming government would uphold principles of good governance, referencing recent public protests. He indicated that the caretaker cabinet had demonstrated that Bulgaria could function with integrity outside of previous political arrangements.

Other parliamentary figures outlined their priorities. Tomislav Donchev of GERB-UDF emphasized the formation of the cabinet and the adoption of the 2026 budget as key tasks, suggesting the opposition could provide a constitutional counterpoint if proposals were sound. Meanwhile, Assen Vassilev stressed the urgent need to elect a Supreme Judicial Council.

Leaders from various factions shared their expectations for the opposition role. Atanas Atanassov stated their focus would be on monitoring powerholders and implementing judicial reforms. Tsoncho Ganev of Vazrazhdane indicated they would act as a constructive opposition, contingent upon an invitation to participate in a constitutional majority.
