Justice Minister Yankulov Urges Immediate Removal of Acting Prosecutor General, Calls for Swift Judicial Reform

Caretaker Justice Minister Andrey Yankulov stated on Monday that the judicial system should not remain under an acting Prosecutor General who, according to him, operates contrary to both law and morality. Commenting on the recent elections, Yankulov indicated that the results have clearly favored Progressive Bulgaria while signaling significant setbacks for established political entities associated with the judiciary’s current state. Yankulov emphasized that a key determinant for Bulgaria’s future is translating the public’s strong support for judicial reform into concrete political action.

He suggested that the poor electoral performance of parties invested in maintaining the status quo demonstrates that citizens view reform as an unavoidable necessity. The minister expressed a desire for the restoration of legality within the prosecution service to be the initial step toward change, a process he believes should not be delayed pending the election of a new Supreme Judicial Council (SJC) composition. While acknowledging the importance of a swift SJC election, Yankulov stressed that procedural correctness must take precedence over speed.

He argued that selecting honest professionals who prioritize the public interest—rather than partisan interests—is paramount for an independent judiciary. Regarding the SJC and its Prosecutors’ College, Yankulov suggested they have had sufficient time to recognize the situation and take appropriate action. He warned that if they fail to do so, the new parliament might address the issue through ordinary legislative means early in its session.

These remarks followed the Ministry of Justice’s publication of a working analysis on the competency model for senior administrative judicial leaders, including the Prosecutor General.
