PM, MPs Share Expectations of New Parliament

As Bulgaria’s 52nd National Assembly convened for its inaugural session, MPs and party leaders addressed journalists regarding their expectations for the upcoming legislative period, the election of the Assembly Chair, and the formation of a new cabinet. Rumen Radev, leader of the Progressive Bulgaria (PB) coalition, stated that the government structure should be finalized by May 15 due to the volume of pending reforms. Radev identified the state’s finances as a primary concern, emphasizing that the election of a new Supreme Judicial Council would also be a top priority.

He commented on the difficulty of dismantling the existing “oligarchic model” permeating state institutions and the judiciary. Caretaker Prime Minister Andrey Gurov urged the MPs to demonstrate principles, noting that the populace’s demands for good governance remain constant. He asserted that the caretaker cabinet had demonstrated the viability of governance without the previous political model.

Other political figures presented distinct agendas. Tomislav Donchev of GERB-UDF highlighted cabinet formation and the adoption of the 2026 budget as crucial tasks, suggesting the opposition must serve as a counterpoint to any government. Meanwhile, leaders from the Continue the Change – Democratic Bulgaria (CC-DB) and other groups discussed procedural matters, such as the nomination for the Assembly Chair.

Leaders from various factions expressed varying levels of cooperation, with some groups stating they would engage in dialogue only if formally invited to participate in a constitutional majority. Overall, the statements underscored a focus on systemic reform, judicial integrity, and establishing a functional government framework.
