-Corruption Fund Investigation Points to Irregularities in Public Procurement Contracts at 4 Cultural Institutions

An investigation by the Anti-Corruption Fund (ACF) has uncovered suspected irregularities concerning public procurement contracts across four cultural institutions. The contracts, which cover renovations and architectural supervision totaling nearly EUR 5 million, involve facilities under the Culture Ministry, including the Aleko Konstantinov State Satirical Theatre, the Drama Theatre in Lovech, the Small City Theatre Behind the Canal, and NUKK in Sofia. A legal expert from the ACF noted that an analysis of the tender procedures revealed multiple violations of established procurement conditions.

Review of the documentation indicated that in five of eight examined contracts, the winning companies lacked the required experience in projects of a similar scope over the preceding five years. Furthermore, one contract failed to meet the necessary financial criteria. The ACF review highlighted procedural anomalies, such as the evaluation committee for the Small City Theatre disqualifying candidates after price proposals had already been submitted.
